Creased board, need advice (Stringer intact)

Creased board, need advice (Stringer intact)

I'm not sure how to go about this repair. As you can see in the photo there's a crease and a cracked rail, I know I will have to cut away the damaged cloth on the rail, add filler and glass over it... But for the crease I'm not so sure, should I remove the glass along the crease, fill it with qcell and then glass over it again or should I leave the glassing as it is, sand it down a bit just to get a good surface for adhesion, apply qcell to level it off and then add another layer of glass?
