Improve surfing and english march - april

Anyone have any nice and warm suggestions?
I'm a beginner/ intermediate surfer just start caching green waves and traveling alone for 1 month next march april.
I'd prefer a place where can find a language school to improve my english too and would also like where it is a good nightlife and socialisation in the evenings.

At the time mi ideas are:
Barbados: quite expensive..
Jeffreys bay: are ok for my surfing level...
Southampton California: good period for surfing..

What do you say about these? Or other places
