Low budget March - May Travel Advice

Hey folks,

After a conference in Feb 2013, I'm looking to wander for a few months. Would love to hear your thoughts on a good migratory path for:
a top-end beginner (paddling fit, can catch small unbroken waves, basic turns, not much else, on a 6'10" and longboard) surfer, on a
really modest budget (not cat food poor, but no hotels or sexy surf schools)


Starting and ending in Barcelona
Options: France, Spain, Portugal, Morocco?
Will have to rent or buy a board
Public trans
Hostel, refuge, camping options
Would be happy making as few as 5 moves the entire time if it meant good waves, warm(er) weather and a great local low key scene

If you had 3 months going off of that, what would you do?
